For the most part the market dictates the sale price and most homes sell for market value based on comparable sales in that neighborhood.
With a FSBO type sales, if the homeowner is properly educated on the market values in their neighborhood, is realistic with their price expectations and does the best possible job in terms of property prep, photos, feature advertising, etc then a seller is certainly capable of negotiating a sale price as good as an agent can.
